What the 500 KB target means
The target is below 500,000 bytes for every page combined. More pages leave less room for image detail.

The account-free preview supports up to 3 pages per PDF. Existing paid access can allow up to 20 pages, with an online access check. The file limit is 50 MB. Password-protected or digitally signed PDFs need an unlocked, unsigned source copy.
Why is the result the same size?
The PDF may already be compact or use unsupported image encodings. If no smaller valid copy is found, you get the original. For scans, consider the optional image-only mode.
