What the 1 MB target means
The target is strictly below 1,000,000 bytes for the whole PDF. Smaller files stay smaller; nothing is padded to reach 1 MB.

Why is the result the same size?
The PDF may already be compact or use unsupported image encodings. If no smaller valid copy is found, you get the original. For scans, consider the optional image-only mode.
